Seaboard FCU is hiring a Compliance Manager at its Bucksport location.
Primary Function:
This is a full time salaried management position reporting to the V.P. Finance/CFO/CCO. The Compliance Manager is responsible for ensuring that the credit union complies with legal regulatory standards, procedures and policies. The position will be responsible for reviewing, documenting and evaluating compliance activities, delivering employee training on compliance matters, handling compliance related complaints, performing audits and working with examiners. This position will coordinate with other credit union Management to identify potential compliance risks, implement procedures, draft policies and procedures that comply with all applicable laws and regulations, and maintain the credit union’s adherence to all policies and procedures.
Specific Details:
- Conduct various internal audits and records reviews to identify potential weaknesses and non-compliance situations. Examples (including, but not limited to): Automated Clearing House (ACH); cash counts; Virtual Private Network (VPN) access; wires (outgoing domestic, outgoing foreign, and all incoming); Bank Secrecy Act (BSA); remote deposit, new accounts; additional audits as needs arise and as requested from management, external auditors or examiners. Maintain documented evidence of all audits completed.
- Review BSA related alerts in software utilized by the credit union; Office of Foreign Asset Control (OFAC) reviews; obtain and load 314(a) lists from FinCen; perform high risk member reviews; input Currency Transaction Report (CTR) data into appropriate system(s); perform Suspicious Activity Report (SAR) research and related 90-day reviews; assist management in preparing annual BSA risk assessment; maintain CTR exemptions and reviews.
- Perform reviews and complete checklists for selected consumer loans, residential mortgages and member accounts: collateral appraisal reviews; overdraft program review including related reports on frequent usage; new account review and checklist verification; monthly review of the Automated Integrated Regulatory Examination System (AIRES) download; review daily core reports; review compliance with the credit union’s record retention and vendor due diligence procedures; review data to submit for the Supervisory Committee; perform regular reviews of credit union procedures relating to compliance; review website for errors and ensure correct lending and deposit rates are displayed.
- Create reports in Excel or similar software; maintain data for the Home Mortgage Disclosure Act (HMDA), and complete annual reports.
- Attend assigned compliance training(s); attend monthly Maine Credit Union League’s compliance call; monitor compliance issues in programs used by the Maine Credit Union League; open and monitor cases related to compliance issues; review legal counsel emails and notices for potential CU compliance issues; provide appropriate training to CU staff on any newly updated procedures and/or policies; travel to all branch locations to review compliance policies and procedures with staff and ensure consistency within all branches; update any compliance policies and/or procedures to accommodate changes due to new products and/or services, product changes, or changes in regulations.
- Work with all departments within the CU to gain an understanding of the different compliance related processes involved with each, and ensure that the credit union is in compliance with applicable laws and regulations. Identify cases of non-compliance and coordinate with other Management and employees to develop improvement plans. Meet regularly with the Chief Compliance Officer (CCO) to discuss items of compliance concern.
- Other compliance related duties as assigned, required or requested.
Pay: $58,200.00 – $62,800.00 per year

Location:
Position is located in Bucksport, with travel to other branch locations on a regular basis (currently Ellsworth and Hermon).
Qualifications:
1) Associates degree in Accounting or Finance and two years of experience in an accounting related position.

2) High school diploma or GED certificate and at least three years of experience in an audit or compliance position.
