The League’s E-Titling Bill Receives Committee Approval


The Legislature’s Transportation Committee provided their initial approval of the League’s bill, LD 645, Resolve, To Create an Electronic Titling Work Group, sponsored by Representative Bruce White (D-Waterville). Representative White is a credit union board member.

The bill aims to create a working group of interested parties to help the state craft, develop, and implement an electronic vehicle titling system. E-titling has been a priority for the League’s advocacy agenda for some time. While e-titling has also been a priority for the Bureau of Motor Vehicles (BMV), progress has been slow and limited. This working group aims to partner interested parties, including a representative of the Maine credit union system, to join in assisting and advising the state as it works to make e-titling a reality.

Secretary of State Shenna Bellows and Deputy Secretary of State Cathie Curtis testified in support of LD 645. The strong backing from both the Secretary of State’s office and BMV is a positive development and an encouraging sign that real progress should occur.

In addition to LD 645, the League continues to monitor the backlog of titles being processed by the BMV. An electronic titling system should help the BMV avoid future backlogs like the one caused by the COVID-19 pandemic.

LD 645 will be reviewed one more time by the Transportation Committee before it is sent to the House of Representatives and the Senate for consideration.
